He became the minister of state for foreign affairs. However, his ministry was changed in 2011. This time he became the minister of the environment. He was the person behind the exit of Canada from the Kyoto Protocol.

His tenure as an environmental minister ended in 2013. However, he is not considered a successful environment minister.
